Proposed New Medical Facility Near 40/42 - Public Hearing This Week!

    A reminder that there will be a public hearing for the Certificate of Need for the proposed Clayton Medical Center. It is scheduled for Thursday, January 18th at 1pm at the Clayton Center Auditorium, 111 East Second St., Clayton, NC.

    The proposed site for this facility is on NC Highway 42, close to Interstate 40. Attached to this posting are two PDF documents - one outlines the scope of the project, and the other is the notice for the public hearing. Check them out and learn more about what is planned for medical services right here in our community!

    I'm confused. If this is a public hearing regarding a Medical Office near 40, on Hwy 42... why is it being held in Clayton? And they're including Clayton as part of the name?

    Isn't the area of 40/42 considered Johnston County/Cleveland (unofficially)area? Does this mean the town of Clayton is again trying to annex land near the Cleveland area? Or is the location actually within the town limits?

    The location is hwy 42/Amelia Church Rd. intersection. I believe Clayton is trying to annex that area.

    that'll be a no-brainer. they won't stop til they get to 40. buy and farm and bet it...

    Proposed site is in Clayton's ETJ

    I assume the reason the hearing is being held at Clayton Center is because this property is located in Clayton's ETJ.
    Personally I would prefer a satellite facility from Wake Med and not Johnston Memorial. Just my opinion!

    North Carolina law gives cities and towns the authority to regulate development certain distances beyond their boundaries. With county commissioners' approval, municipalities with more than 25,000 people can extend this authority, which is called extra-territorial jurisdiction or ETJ, up to three miles beyond their borders. Granting of ETJ does not mean automatic annexation.

    The purpose of ETJ is to help cities and towns plan for developing areas that may require municipal services in the future by applying consistent guidelines for development. This helps avoid a mix of development standards - streets and water and sewer lines, for example - that could lead to costly upgrading in the future, upgrades that ultimately taxpayers would have to finance.

    Since ETJ areas are not actually part of the town, residents there do not pay Town taxes and do not participate in Town elections. They are represented in the planning and development process, however, and have representation on Town advisory boards that deal with planning and zoning.

    Good information on ETJ, Barney, thanks!

    This hearing is being held by the Department of Health and Human Services, regarding the Certificate of Need for this facility. At this point it's not a planning or zoning issue.

    what about water and sewer?

    personally my concerns are the utilities as far as the water and sewer in that area. Clayton does not run water or sewer that far out and the county may only have sewer. will the hospital pay for water lines to be run out that far?

    I live on property that adjoins the 99 acres that JMH bought.. they ran water through our subdivision before we had bought our property... and thats atleast 6 years ago.. we don't have sewer, but I do think it was county that did the water.

    I used to live right off 42/amelia on Corbett (5-6 years ago) at that time they were running water lines for the county, but not sewer (we all had wells, so I wasn't going to pay the $500 or so to tap into city water). Not sure, if they have run sewer now or not.

    Should have incorporated when Cleveland had the chance to do so. Soon it may be too late and certainly too expensive. It's like when I bought my water tap 10 years ago for $75.00 and now they cost upwards of $1500.00. Neighbors thought I was crazy but in the end it worked out extremely well. Always need to look to the future, no matter how bizarre it may seem.
    Looks like the annex axe is about to fall...hard. IMO it's just a matter of time now before Clayton spreads itself out like Goldsboro has (something like 25 sq miles is now within the Goldsboro city limits).
    Or they may try again to do what they tried out at 50 & 42...long distance annexation.

    10 years ago when they knocked on my door trying to sell me the water tap, I thought it was a hoax!!! (oops) Someone told me you cant sell your house without the tap. Anyone know if that is true?

    Don't know how true it is or isn't but I don't see how they require you by law to have one to sell your house.

    I don't know how that can be true.. we bought our house without one. I know for a fact that when the county water came through and the tap was offered for $75 the people who owned the house previous to us declined the offer. The neighbors on both sides of have taps, and now should we ever want to hook in, it will be around $1500. I think we were given a partial compensation at "closing" to go towards that.. but there were several factors in our final closing price... some handyman work that needed to be done, thorough house-cleaning, carpets... the people before us just packed up and moved north, threw out the For Sale sign and never even cleaned the place.
