MANSFIELD (Louisiana) — “Pull ‘em up or pay up.”

That’s Police Chief Don English’s interpretation of a new law that takes effect in Mansfield on Sept. 15

Anyone caught wearing sagging pants who exposes his or her underwear will be subject to a fine of up to $150 plus court costs, or face up to 15 days in jail.

Mansfield aldermen voted unanimously at today’s 4:30 p.m. meeting to enact the new law.

The law makes it illegal to found in a “state of nudity, or partial nudity, or in any indecent exposure of his or her person or undergarments, or be guilty of any indecent or lewd behavior.”

City attorney Richard Z. Johnson Jr. said he used a similar law in Delcambre as a guideline in creating Mansfield’s ordinance. Several municipalities and parish governments in Louisiana have enacted similar laws in recent months.

The head of my Basic Law Enforcement School had his own method when he was dealing with some numbskull doing or acting stupid.

He said he got his authority from NC General Statute #1: FAILING TO DO RIGHT

I'm in Raleigh city limits alot so whenever I see these young guys be-bopping down the sidewalk with their pants/shorts down around their knees, I use my PA system in my patrol car to tell them to pull those pants up.

When I worked in Chapel Hill the young boys would wear their pants like that. I would just walk up to them and tell them if they didn't pull them up I would pull them down. They pulled them up real fast. I got alot of respect out of those kids.

    FINALLY!!!!

I used to tell people who came on my store to go back outside and pull them up before they came back in and that did not allow people to come in my store dressed that way.

I guess one said thing is that this "fad" has been around since the early 90s. Back then, I taught in Kinston, and the bus lot was adjacent to the teacher's parking lot. As I was getting out of my car, I saw a sixth grader getting off the bus and trying to sneak away to ditch school. He was walking awkwardly, trying to hurry and hold up his jeans. When he saw me, he stopped. I couldn't help it. I laughed at him and told him I could catch him in my heels and straight skirt without breaking a sweat.

As I walked him back into the school, I asked him what he would do if someone was after him who wanted to hurt him? He'd never get away. The next day I noticed he was wearing a belt and the baggy jeans were on his waist.
