DANBURY, Conn. — A man is facing drug charges after he allegedly walked into the Danbury police station puffing on a marijuana-filled cigar. Capt. Robert Myles says Scott Snow walked into the station early Saturday and blew smoke from his cigar into a small opening in the bullet-resistant glass separating desk officers from the public. Myles says the 24-year-old man was told there's no smoking inside the building and he allegedly stubbed out the cigar on the counter. Officers came out and smelled the distinctive odor of marijuana and arrested Snow. Police say they found more alleged marijuana in Snow's pants. He has been released after posting bond. Good grief.
You would be surprised with what people will do inside police station and on the steps of the court house. It goes on in Raleigh all the time.
During my career with the Department of Correction, I worked at Triangle Correctional, which was the Misd processing unit for DOC, from 81-84 and then from 89-93. Several guys around Raleigh would come in right after the first frost for some small-time charge. One guy in particular stood out, you'd see all around downton Raleigh during the summer, then after the first frost he'd usually break out a window of a RPD crusier, with the Officer right there!! Then he was warm for the winter.
In all honesty while I was working as a CO at Polk on BlueRidge Rd. we would see a increase of parole violation offenders once it started to turn a little cooler. Craig

Can't remember the title of the short story, but this practice goes way back, O'Henry even wrote a story about it (I believe it was during his Greensboro days).
