Why wouldn't it? Cleveland is, and has been, a township of Johnston County. Southwestern means anything between south and west. Draw an imaginary line through the middle of Clif's map both way (up/down and left/right). You are left with quadrants or quarters. The bottom left one is considered southwest and anything as broad as weather forecasting will use directionals in this manner to provide appropriate frame of reference.
This is a somewhat older map of JOCO Voting Districts. Cleveland Township is defined by Swift Creek to the North and Middle Creek to the South. That is why the lines are so squiggly.
