Does anyone know if it is possible to adjust the central AC air flow so that certain parts of the house is gettign more AC then other parts. Not closing the vents but to control the air flow on the unit in the attic? Thanks

Most central a/c and heating units have dampers. A damper is a plate or gate placed in a duct to control air flow by introducing a constriction in the duct.
They can be adjusted, closed or open.

Are they easy to get access to?

Sometimes they are depending on location of unit.

They also make duct fans, fans installed in the duct work to push more air.

Most of the time they are easy to get to. However, you may encounter a problem if the original installer didn't use dampers in each run of duct. If you want to check, find the supply side of the air handler. This side should have a plenum on it with all of the duct going to each vent or feeding another distribution box somewhere in the house. Find the run that you want to be maximized. On the end where it meets the plenum, not the floor/ceiling vent end, there should be a small metal lever that you can turn in a clockwise fashion. If you want it all the way open, make sure the lever is parallel with the duct, if you want to close it make it perpendicular with the duct, or if you want to slow the air flow down, some where in between should be nice. Just remember that if you want more air flow to one room, you must shut off air flow to another unless the damper was already slightly closed to the room you want more air flow in. Hopefully you can dissect this and figure it out!
