There is a grey area there with the intermittent wiper system most cars have now. They can be "on" the delay but not "on".

I almost rear-ended somebody yesterday. Looked to be a teen driver with her mom on the passenger side. Just coasting along, no brake lights, no eyes on the road... I come up around the corner and WOAH! <screech>
