Why are the homes listed as Garner while most of the business listed as being in Clayton? We're around 9 miles away from the City Limits of either!

None of the above. I live in the Cleveland School community. It could be taken as Willow Springs if you go by the USGS maps though. I'll vote for 4042 because thats my closest option I guess but i have a Clayton address and a Smithfield phone number...Go figure!
The *only* thing it indicates is what post office delivers your mail. The town listed in the mailing address has no actual significance when it comes to incorporation, services provided, zoning, businesses being built, etc.
Like Smithers said, it's all just about which post office is assigned to your area via your zipcode. The actual ETJ (Extraterritorial Jurisdiction) and planning areas for each town are different. However, this part of the area is particularly funny for zip codes:

Neither ETJ extends into our area. Why don't we have a Willow Spring address as that could be the closest Post Office?
