There's still a ton of ROW aquisition that needs to take place. If you look on GIS, many of the properties along the route are not owned by the DOT yet. They do own some large paths, but many smaller ones seem to be holdouts.

$300M for that part of 540 it said. I've seen a decent amount of work around the White Oak Road/Cornwallis intersection with 540 by the curve. Also if you look northeast when going from I42W to I40W you can see work off in the distance.
