Clayton Seeking Zoning And Planning Jurisdiction Over Larger Area - Clayton, the fastest growing town in Johnston County , wants to control a larger area around their corporate limits. This week, the town council voted to ask county commissioners to allow their extraterritorial jurisdiction, or ETJ, to expand from a one-mile to a two-mile radius. The additional area would give Clayton planning jurisdiction over 3,400 parcels of land. Town leaders expect growth to rapidly expand around the US70 Clayton Bypass when it is finished. If the proposal is approved, the planning and zoning of a large area around the Bypass would be controlled by Clayton, and not by Johnston County officials.
