I have always said money is not the answer. You have some states that spend a lot (Mass) and get good results (SAT based). Some state spend a little (iowa) and get good results, some spend a lot and get poor results (NJ), and some that spend little (Miss) and get poor results. More to do with parent involvment and parental expectations. Another article i read a long time ago was that Asian parents on avg expect their kids to get A's, and they get A's, white parents on avg expect their kids to get B's and that is what they get, and African Amercian parents expect their kids to get C's and they get C's. Expect might not be the right word, more like what the parents find acceptable. So kids meet their parents expectations.
