The North Carolina School Boards Association (NCSBA) has named Johnston County Board of Education member Kay Carroll to the honorary All-State School Board.

Carroll was recognized during the Awards Ceremony of the Association's 38th Annual Conference for Board Member Development in Greensboro on Nov. 6. During his introduction to ceremony attendees, participants learned of Carroll's commitment to making facility development a priority during the 15 years he has spent on the board - insisting that construction match the
growth of the community and focusing on replacing outdated facilities. His efforts have led to the institution of an intense program of instructional accountability that goes far beyond others in the state. Carroll's unwillingness to compromise on key issues has led him to become the central guide of the school board as he tirelessly works for the best interests of the school system.

The All-State School Board is comprised of eight board members selected throughout the state. These individuals have made significant contributions to boardsmanship during their tenure on the local board of education. The members of the All-State School Board were peer-nominated
for NCSBA’s Raleigh Dingman Award, which was won by Sue Stone of Surry County. Other members of the honorary board are: Ricky Freeman, Bertie County; Robert Belcher, Beaufort County; Linda Thomas, Craven County; Becky Coltrane, Randolph County; Shearra Miller, Cleveland County; Michael Sorrells, Haywood County; and Randal Shields, Cherokee County.

NCSBA was established in 1937 as an advocate for public school education. Its mission is to provide leadership and services that enable local boards of education to govern effectively.
