I saw where a law was started this year to use money from the state's rabies tags to fund spay and neuter programs. I thought this sounded promising. Hopefully it will make a difference. It's not perfect, but it's a start. http://www.ncga.state.nc.us/Sessions/2007/Bills/Senate/PDF/S684v3.pdf
That does sound like a good start. Now we need a county licensing program for dogs and cats, with higher license fees for animals that have not been spayed or neutered.
Better yet...People with to many animals should be taxed more, held accountable for their dogs and cats poop in the neighbors yard and a pre-tax just in case they bite someone.:beathorse:
Requiring spaying/neutering by law may not help all that much since a huge number of animals breeding are strays. I'd like to see incentives to get it done rather than punishments if you don't. Using the rabies fees sounds like a good start to me. Snuff
Well, I agree there should be hefty fines with people who let their dogs/cats wonder off a leash. If they can't be contained, don't get them. I LOVE my animals, but I don't want other people's animals in my yard. Last house my neighbors cat bit my daughter in my yard and hadn't had vaccines...I HATE irresponsible pet owners!
