Should Cleveland Library plan for an annex east of Clayton

    Two Libraries: One restricted; One unfunded

    There are only two libraries serving the public based in and serving the northern border tier of Johnston and Wake Counties.

    The population is about the same on both the east and west sides of Clayton. Growth patterns suggest 10,000 more school children within 10 years and a possible growth rate of 80%.

    Clayton Library may not base its books outside the town limits according to its librarian, because of its funding agreement with the Town of Clayton.

    Since the county library said not one book, one dollar, or one hour would be provided for a northern tier library, Cleveland Library is the only library in 2011, which is not tied to an incorporated community in Johnston County and as such, is the only established library interested in and legally permitted to base books outside of the incorporated areas and in position to provide local service to the greatest number of county residents.

    Should Cleveland Library start long range planning for and provide an annex to serve the county residents east of Clayton?
