NPR has been covering this quite a bit lately. A lot of folks pay their taxes in hopes of eventually becoming legal. Some of them are actually filling taxes for previous years. Heard one story today about a guy who got a big refund because of his donations to charity. I have heard a number of times from different sources where they get these numers up front so that withholding can occur.
Oops, they changed the procedure. They say the reason for the change is So that leaves me wondering - what do they put on their W-4 & I-9 for SS# when they apply for a job? I read through the list of exceptions that comes with the form and instructions, and that's not one of them.
