Where to report animal cruelty?

Please help...saw horrible neighbor beating his dog in the street...it had gotten loose from him (I guess) because I saw him walking down the street jangling a bungee cord looking thing so glanced out & saw the dog in another neighbor's front yard. He kept calling the dog & it finally came to him at which point he held it by the collar & raised his arm straight to the sky & beat it the the ribs with his fist/hand & the bungee leash. I was on the phone & was so stunned I couldn't even react...then headed outside to say something to stop it (he had now struck it 3x). I got on the porch & he had the dog leashed and walking beside him. I was sick & not sure how to confront him - and now feel even worse. Last week they had the dog chained under their moving truck & their 3yo (?) hit the dog repeatedly with a large plastic (?) candy cane thing & then finally threw it at the dog & then went & got a ball and kept hitting the dog in the head with it (standing right on top of the dog - the dog never did anything but flinch). Was going to say something then but again it stopped before I could get outside. The parents were in the moving truck, don't really know them, & thought surely they would keep a better eye on the child in the future but now I guess that's where he learned it? Anyway, I looked online & it listed JoCo Animal Shelter in Clayton & one w/Sheriff dept in Smithfield but not sure which one handles these things & do they investigate or what happens...I know I am rambling but just stunned that people would do this & sick w/my own lack of confrontation abilities...

Call the Sheriff department (not 911). If they can't help you they can give you the number of someone who can. People like this have no business having an pet (used loosely).

Yeah, and the worse part is they have gotten a puppy too. I haven't seen it - apparently it is living in the garage (as is the other dog when not chained up outside).

    Thanks for the response...

That really sucks. We have a dog and I want a puppy. Makes me mad that people have no common sense when it comes to their animals AND kids.

How would you "rescue" them? You go in their yard and steal them? I know that animal cruelty sucks but you would be breaking the law if that was your plan. Not trying to start a fight or anything just curious as to what your rescue mission is.

If I saw someone beating their dog whether I knew them or not, I would have to open my big mouth and let them hold it. How would he like for me to beat him? Hmm an eye for an eye?

    Stupid **** doesn't deserve a dog.

I know HG - and I hate myself for not getting out there faster & still saying something. Part of me figured he would say it didn't happen since the dog was walking calmly beside him (it looks like a golden retriever & is just unbelievably sweet). I am going to check with one of my other neighbors and see if she saw it too...

Thanks for all the other information too...

UPDATE: Spoke with an officer at JoCo Animal Control & he will be contacting my neighbor (fyi - you leave a message w/the receptionist & he calls you back). Was a really nice guy so here's hoping...

to someone like that, pets are disposable. It's sad, but it's the truth. If those dogs were to just disappear (if someone went and grabbed them to save them) those people would just go out next week and find more free puppies somewhere else... and the whole cycle starts all over. They need to be reported and investigated, and fined or sentenced if appropriate. Usually the judge will order in animal cruelty cases that the owners are not to have any pets for a set amount of time as part of their sentence.

^^^That's just wrong to discard a pet. I like the fact that some sentence do carry that "no ownership" thing also!
