OK, so he gets 3 years in jail, plus whatever time is left on the previous sentence since this is obviously a violation of his parole. Wanna run a pool on how long after he gets out before he drives drunk again? "Lifetime drivers license revocation" means nothing to him - his license was already revoked when he was arrested this time - and probably the last 25 or 26 times, too.
Other than incarceration, how can this be fixed? He has a substance abuse problem that he can't or won't kick. Seems to me that if they leave his butt in jail long enough for him to dry out, (at least 5 yrs straight time) it would improve the chances of his reforming his ways.
DUI while licensed is revoked should result in automatic seizure of the vehicle which is then sold at auction along with the drug seizure property. If you can afford to drink and loose vehicles it will not be a problem for you, but for the rest of the people it will be.
It appears that New Mexico could use some help with their dui laws. I agree that the vehicle should be taken away.
