My neighbor said she tried to email me on here but it said "user not accepting more mail" or something to that effect. How do I fix that or was it a fluke? Thanks in advance. I am far from technologically savy. Have a great night.

Do you mean a private message on 4042? You can have up to a total of 200 messages in your inbox and sent mail box combined; if your mailbox is full, it won't accept any more messages. So just go to your private messages and delete some.

    that message?

that was set up during your account set up, most likely. not accepting email from members is a default setting generally for your security/safety, as not everyone would want their email that directly accessible.

Private messages are a more secure option for you, and if you want to give them your email you can respond in PM to tell them what your email is.

If you're sure you want to implement the ability for general forum users to contact you:
click on UserCP, then click on "Edit Options". the second section should be "Messaging & notification". In that section, check "Receive Email from Other Members".

Once again: be aware, this would make your email address publicly accessible.
