Thanks Sacosta. I'm attempting to attach these links to the website. Spoke with a pastor today who said that although he can't take a side (reminded him that no decision has been made by anyone-that we should discuss whether or not to do anything) that he would also communicate the need for discussion. I've spoken with two business owners in the 4042 area, both of whom agree that the discussion need to take place soon. Seems that the JoCo Comm College building might be a good place to have a public meeting. Other constructive ideas, venues, suggestions are solicited and welcomed.
Here is a link to Clayton's City limits and extraterritorial jurisdiction (ETJ). The NC State Constitution (Article VII Section 1) requires that any proposed town, within 3 miles of an established town that has a population over 10,000 people, to get approval of that town prior to incorporating. It also requires the State Legislative House to approve the incorporation with a three-fifths majority vote. The closest part of Clayton's city limits is approximately 3.5 miles from the intersection of I-40 and 42. This means that Clayton is already starting to encroach on our likely city limits, and could make it difficult to get an approval from the Joint Legislative Committee. Seems to me that Clayton will try to expand the ETJ so as to preclude loss of annexation rights to another municipality, either ours or Garner. I guess that as long as we mount no offense, Clayton will keep extending their ETJ along the 42 corridor. Right now, I'm thinking their initial ETJ boundary will move up to 70 bypass. As you say, the more delay, the less we'll have to talk about and someone else will be calling the shots.
