The thing most people don't understand and its a North Carolina law not an insurance company law is that it does not matter if the person is 17 or 42. If they both become licensed for the first time on the same day, the both of them are going to receive the inexperienced rate for 3 years. Each year that they are licensed it will go down. I personally know someone who did not get their license until after they we in their 50's. Also, if person's from another country such as Germany etc come to the United States to live and obtain a license here for the first time no matter if they have been driving in Germany for 10 years, they also get an inexperienced rate. Yeah the premiums bite but its just the way the laws are written. Other states are different. Most other states are "youthful" rated.
