Well I think Mr. Chance would feel he has far fewer rights than the rest of us. It looks like he might not even be allowed to visit his relatives, at least if these folks on this board get their way.

Sorry Hught, I've got no sympathy for him what so ever. He made his choices.........................................he lives with the consquences, his family lives with them, one victim does too, the other doesn't live at all.

If that makes me coldhearted, so be it, I won't be losing any sleep over Mr. Chance and his lack of "rights".

kdc, his point wasnt "CRY FOR HIM HE HAS NO RIGHTS" he was contradicting your assertion that he has more rights than everyone else.

I hope no one is forgetting, This guy received the death penalty for the rape
he got lucky they turned it into Life. If he did this today we would not be talking about it because he would have no chance for parole, or a 24 hour pass to "see how it goes" I dont want it to be one of OUR children that shows them he does'nt belong out. Remember he has be in for over 30 years and hasent seen 10, 12 or 14 year old girls in all that time who knows how he will re-act.

In this case parents may consider themselves lucky to know this guy's history. There are so many unknown predators out there I hope those children you mentioned walking to and from the bus have some parents walking along. Unfortunately it is the society we now live in. Here is another example posted today on WRAL...

How about the victims families.. they live with the choices Mr. Danny Chance made on that day, atleast one of the families still has their child. I'm sure the families of the victims are having their say about this too.

Probably not. Victims' or their families are not generally told about home passes. Many times they will be notify about parole hearing, but not about home passes, unless they are living in the same neighborhood.

    Info on the other felons

So far no decision has been made regarding the 24 hour home release pass. I really believe all of our efforts are making a difference. Thanks to all of you that have made phone calls, signed petitions and spoke out against Danny Chance obtaining a pass to our neighborhood. I will post a message as soon as I hear a decision on the pass.

I tracked down some more info on the incident and wanted to share it since Danny Chance did not commit these crimes alone. There were actually three other guys that participated in the kidnapping, rape and murder. Here is some info on them, all can be found on Department of Corrections website. Wilcosky and Sisneros were former Ft. Bragg soldiers.

Charles Wilcosky, DOC 0437423, Age 57, DOB 1/20/50
He received life for the kidnapping, 15 years for the rape and 30 years for the murder. He was admitted to the Corrections Department in 2/71 and paroled in 2002. He is not registered in NC as a sex offender.

David Sisneros, DOC 0372199, Age 54, DOB 3/16/52
He received 35 years for the kidnapping, 15 years for the rape and 30 years for the murder. He was also admitted to the Corrections Department in 2/71 and paroled in 1988. He is not registered in NC as a sex offender.

Andrew Strickland, DOC 0393026, Age 61, DOB 7/20/45
He received life for the murder, life for kidnapping 1st degree, life for kidnapping 1st degree of a minor and 6 months for obstruction of justice. He was admitted to the Corrections Department in 5/71 and is still in prison. His last parole review was in 11/06 and parole was denied. He will not get another parole review until 11/07.

There is a victim notification program in NC. The DOC puts notice on the outside of the inmate's prison record folder so the notification will be observed by anyone who looks at his record. The local authorities and the victim are supposed to be notified whenever the inmate is released from prison. I have no idea whether this particular inmate is subject to the victim notification program, but I'm sure the victims' family members can find out.

Victim Notification kicks into effect if the subject is released, paroled, or escapes...not on home passes.

    A Worried Mother

I am a mother of 2 boys, one which is close to the age of his victims at the time of the crime. My property line meets to the back of this felons potential visitation residence. The crimes that Danny committed are heartbreaking and terrible. I have one of these black sheep relatives in my own family and wish he was shot before he was sentenced to prison. No matter how long Danny has served for his crime, he will always be a criminal. These types of criminals are sick in the head and generally can't be reformed. I am speaking from experience. Not only has he been convicted of these crimes, he has also been institutionalized for many years and god knows what he has been doing in prison. If Danny's family has decided to support him and his parole, they need to relocate to an area that isn't full of young children and walking mothers. I personally walk these neighborhoods and would be fearful to walk knowing Danny could possibly be visiting the area, not to mention he would be staying practically in my own backyard. It also bothers me that this residence is close to a school. All mothers and fathers should be concerned. I have personally made my phone calls to fight this issue. I really hope a decision in favor of the local neighbors is made. We all want to protect our childern as best as possible.

Andrew Strickland -By his infraction record, it's likely he won't make parole in 07 either - Assault staff w/ weapon- 2 attempting to bribe staff - provoke assault...interfere with staff, weapon possession, substance possession, fighting - verbal threats, and a bunch of disobeying orders.

Danny Chance was no angel in lock-up - His infractions -
3 for weapons possession - 1974, 75, 76, a couple for fighting - 2001, provoking assault -1975, 78, whatever a class B offense is - 1980, and substance possession - 1984 there were a number of disobeying order marks on his record - from 1977 - 1980 - but that could include just about anything - and some no-threat contraband - which can also be any number of things.

I too had a brother who did some terrible things. Blood or not I took every precaution to keep him away. I feel nothing for him or this creep that is now putting unnecessary pressure on good decent people who only want to live in peace. Why should a communitee be expected to make allowances for someone elses dispicable life. I live in the Cleveland communitee and I will make the phone calls and I am thankful for any spec of information I can get and could care less for anyone, family or not, that would support this monster on any level. What nerve for anyone on this forum to use the word vigilante regarding this matter, is that supposed to make us run and hide from the facts? Is that supposed to negate the fact that with all the things we have to do to survive on a daily basis we should have one more thing to worry about? He made his choice and decided that a fun night on the town was to take two young innocent kids into the woods and brutilize them for his own warped sense of a good time.

Paid his debt to society??? When it comes to crimes like this there is no payment!!!! There are situations for second chances, this is not one of them. having the ability to just breath the air everyday is more then he deserves.
