JOB# 4969-5 CONSUMER SAFETY OFFICER GS-0696-07/09 The employee serves at the advanced trainee level and assists higher graded Consumer Safety Officers in accomplishing inspectional and investigational activities to gain knowledge, skills, and experience required for performance at the next grade level. Major Duties Normally accompanies senior consumer safety officers in the conduct of more complex inspections and investigations. Such assignments involve complex manufacturing practices, a broad variety of raw materials, advanced instrumentation and complex assembly line operations, and diverse manufactured products each of which requires separate manufacturing and inspectional techniques. The primary purpose of such inspections are directed toward evaluation of quality controls employed by the regulated industries to prevent mix-ups, cross-contamination, and resultant health hazards. Receives advanced training, through classroom and on-the-job instruction, to provide a more thorough understanding of and exposure to FDA laws and regulations, administrative policies, manufacturing processes, good manufacturing practices, and the various methods employed in the conduct of establishment inspections, sample collections and special investigations. Independently carries out the more common and ordinary inspectional assignments in which the employee has received specific or related training. These assignments vary according to the office to which the employee is assigned but typically are restricted to application of well defined guidelines to unsophisticated operations to assess the degree of consistency with Good Manufacturing Practices and efficacy of quality controls. Frequently responsible for inspecting limited phases of more complex manufacturing operations. Typical assignments include: Investigating the operation and control system for packaging and labeling processes, to ensure that contaminations and mix-ups are avoided. Inspecting laboratory facilities of small plants to determine whether appropriate as says are performed on raw materials and ingredients. Reviewing records of cooking times and temperatures and bacterial counts of cooked products in food canneries. Inspecting the use of food or color additives to ensure that they are within authorized tolerances. Prepares written reports showing results of the inspection/investigation and submits to the supervisor or higher graded investigator for review and evaluation. Independently inspect warehouses, distributors, and retail outlets. Also inspect small manufacturers where equipment is simple and commonly used, as in a bakery or candy factory. The emphasis of inspections is on sanitation, labeling and packaging where applicable laws and regulations are well-defined by precedents and inspection manuals. Assignments are screened to avoid establishments with past violative records, where uncooperative managers or violations are likely. Independently investigates routine consumer complaints. Assists other consumer safety officers in the investigation of unusual consumer complaints, i.e., food poison outbreaks, illegal distribution of dangerous drugs, etc. which are under FDA jurisdiction. Conducts other investigations where information can be obtained from known sources and is not likely to be deliberately concealed or falsified. Collects samples and conducts field analyses involving weighing, measuring insect infestation, and counting etc. Traces involved transactions and establishes identity and jurisdiction of transactions not covered by existing records. The incumbent must be familiar with sampling schedule guides and billing procedures of transportation companies and business firms.
