Need input ASAP about 2 chained up dogs

Boy, if this was one of the states that has Animal Cops those dogs could be in rescue by now and a warrant could have been issued for the owner's arrest - for felony animal abuse! If you watch that show, those people don't mess around with cruelty to animals. IMO, chaining dogs up in the sun with no shade in 95+ degree weather is cruel!

Did they say if dogs had water when the AC officer went by yesterday?

Just an update on the dogs. Still nothing yesterday and last night and this morning. But I just went by on my way home and she is there now with the hatch on her truck up and all her luggage sitting there. The dogs lay in the heat and she's probably inside because it's too hot to unpack right now. ?
