Trooper who kicked his dog to be reinstated with back pay.

    This is true. And wasn't it around this time that the HP had all sorts of scandals erupt and there were changes made? I could go and research it, but I'm hoping that the training practices changed after this incident in addition to the changes that surrounded all the sex scandals. Your point would still stand, he'd have to be judged based on what the practice was at the time and not what it might have changed to. In the end, I don't think this guy is going to be kicking anymore dogs so it doesn't bother me that he gets his job back and can take care of his family, pay the bills, etc.

    The problem I have (okay, the biggest one of many) is the canine isn't voluntarily participating in said training. My uncle is Chief of police in a nearby city and has had at least 4 canine partners. I assure you his have NEVER been "trained" like this and they have saved his rear on more than one occasion. Of course, he saved theirs as well!
